Despite a variety of challenges onsite, the team was able to deliver the works on time, within budget and with an unblemished safety record.

The Channel Island Power Station is the largest facility of its kind in the Northern Territory and is the Darwin and the surrounding region’s primary power generator.

The facility is powered by natural gas from APA Group’s Amadeus Gas Pipeline (AGP) which is attached to the side of the existing Channel Island Bridge.

The section of the AGP attached to the bridge is narrower diameter than the rest of the pipeline and does not allow in-pipe inspections tools to be used to monitor the ongoing integrity of the infrastructure.

For this reason, APA saw the need to replace this section with a section of pipe the same diameter of the existing pipeline to ensure the integrity of the entire line could continue to be upheld.

To minimise potential environmental impacts, the pipeline was installed under Darwin Harbour using horizontal directional drilling (HDD).

Enter HDI Lucas, Spiecapag’s HDD experts with a reputation for achieving success on even the most complex of pipeline projects across Australia and New Zealand.

The Channel Island project called for a 1.4 km HDD with an 18 inch (457 mm) hole and a 12 inch (304 mm) product pipe, while the location of the entry and exit points of the HDD were designed to be collocated, where feasible, with the existing Channel Island Road to minimise disturbance to mangrove unities fringing Darwin Harbour.

Not without its challenges, the drilling was completed through hard rock conditions and seven machines were required on the breakover for pullback.

HDI Lucas says its focus was always on safety and commended the efforts of the project’s leadership team in getting the job done.

“Well done to Project Manager Orla Gallagher, HDD Superintendent John Keatinge, Construction Manager Kieran Mullane, Nick Sargent and Bryce Webb with the successful pullback on one of the most difficult projects we have completed in Darwin, Northern Territory,” the company says.

“200 mpa+ rock, compound curve, 1,300 m+ drill length and minimum radius for installation were many of the challenges that the team had to plan for. A focus on keeping everyone safe every day has been the key to making this project a success.”

An additional 382 m of pipeline is to be inspected as part of this Contract in order to better understand its existing condition and need for rehabilitating.

GDC is seeking experienced and skilled CIPP suppliers to design, supply and install liners in an existing 750mm diameter interceptor to extend the useful life of these assets with at least a further 50 years and successfully install the liners before 31 March 2022 or earlier. Undertake CCTV and condition assessment of 382m of existing interceptors.

Last week, the Australian Government announced it would be providing $108 million to deliver 40 projects across the country through the National Water Grid Connections funding pathway.

Up to $20 million will be available for each state and territory to deliver projects over the next two years, with a further Australian Government contribution of up to $5 million.

Funded projects include the construction of water pipelines, water storage facilities and recycled water irrigation systems, all of which are intended to expand industries, upgrade existing channels, improve access and stimulate economies.

Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Barnaby Joyce said through this funding pathway, the Australian Government is investing in packages of water infrastructure projects brought forward by states and territories right across the country to improve water reliability and efficiency.

“The National Water Grid Connections is all about driving the construction of smaller-scale projects over the next two years to provide short term economic stimulus,” he said.

The Connection pathway is expected to create 2,550 ongoing jobs, 500 seasonal jobs and a further 1,175 construction jobs.

“The best thing we can do for this country is ensure a secure future for water, our farmers and our regional communities that continue to drive our economic recovery,” the Deputy Prime Minister said.

The project took place at the Larrakeyah Defence Base in Darwin, on a 1,950 mm pipeline with a 1,650 mm internal diameter.

DJ Mac Cormick used its Herrenknecht AVN 1600 control container and 24 t tunnel boring machine, equipped with a closed face laser guided steerable and a slurry spoil removal system.

The contractor said it encountered groundwater and ground conditions at 6–­8 m of rock up to 150 MPa, with a rock cutting wheel used to cope with the high strength.

The project’s tunnelling involved two drives of 330 m and 354 m with an 850 t jacking system in the launch shaft.

Due to the length of the drive, several intermediate jacking stations were necessary – powered by an intermediate jacking unit – as well as a lubrication system to minimise friction on the outside of the pipe.

DJ Mac Cormick said the jacking unit allowed for jacking of more than 1 km drives, as there are four intermediate jacking stations from the control container and four more that can be housed inside the tunnel line.

The contractor said man entry was also possible from inside the microtunnel boring machine (MTBM) due to the pipe diameter if cutter changes were required along the drive.

Additionally, the long drive lengths and high humidity in Darwin meant a ventilation system was necessary not only at the shaft locations, but also inside the tunnel.

The Federal Government has announced several measures in order to help businesses survive through this period.

It is providing up to $100,000 to small and medium-sized businesses (SME) with an aggregated annual turnover under $50 million, with a minimum of $20,000 to help companies retain staff and pay other bills.

Under the enhanced scheme from the first package, employers will receive a payment equal to 100 per cent of their salary and wages withheld, with the maximum payment being increased from $25,000 to $50,000.

In addition, the minimum payment is being increased from $2,000 to $10,000. The payment will be available from 28 April 2020.

The government will establish the Coronavirus SME Guarantee Scheme which will allow SMEs access to working capital during the virus pandemic.

Under the scheme, the Government will guarantee 50 per cent of new loans issued by eligible lenders to SMEs.

Additionally, the government is temporarily increasing the threshold at which creditors can issue a statutory demand on a company and the time companies have to respond to statutory demands they receive.

Big and small businesses will also begin receiving a fortnightly subsidy of up to $1,500 per employee, with payments backdated, in order to help companies pay workers and keep them employed.

The Victorian Government has put in place a $1.7 billion assistance packages for businesses in the state, with the money delivered in a variety of ways.

The government will provide full payroll tax refunds for the 2019-20 financial year to small and medium-sized businesses with payroll of less than $3 million, with payments beginning last week.

In order to move money into the economy faster, the Victorian Government will pay outstanding supplier invoices within five business days, commercial tenants in government buildings can apply for rent relief and 2020 land tax payments will be deferred for eligible businesses.

A business hotline (ph: 13 22 15) for assistance during this period has also been established, while Victorian Premier Daniel Andrews said more support will be provided as the situation develops.

The NSW Government has pledged $450 million for the waiver of payroll tax for businesses with payrolls of up to $10 million for the remainder of the 2019-20 financial year, while $56 million has been placed to bring forward the next round of payroll tax cuts by raising the threshold limit to $1 million in 2020-21.

A range of fees and charges for small businesses have been waived and the NSW Government has allotted $500 million to bring forward capital works and maintenance.

As part of its stimulus package, the WA Government has brought the $1 million payroll tax threshold forward by six months 1 July 2020, while payroll tax paying businesses with a payroll between $1 million and $4 million will receive a one-off grant of $17,500.

Small and medium-sized businesses impacted by the virus can apply to defer payment of their 2019-20 payroll tax until 21 July 2020.

The SA Government has pledged $300 million to support individual business and industry sectors directly affected by COVID-19 and has established a $250 million community and jobs fund to support industry sectors facing potential collapse and loss of jobs.

The state government is enacting a six-month waiver for all businesses with an annual payroll tax up to $4 million, while employers with group annual wages above that amount can defer for six months.

Employers in Queensland who pay $6.5 million or less in wages will be eligible to receive a refund on payroll tax for two months, while no payroll taxes need be paid for three months.

Businesses can also apply for a deferral of payroll tax for the 2020 calendar year, while those who pay more than $6.5 million in taxable wages can still apply for the deferral and refund if it has been negatively affected by COVID-19.

The state government has also established its $500 million Jobs Support Loan scheme, where local businesses financially impacted by the virus can apply for low interest loans of up $250,000 in order to maintain their operations and retain employees.

In the NT, the government has allocated $50 million to its Small Business Survival Fund, which includes an initial lump sum payment directed to businesses to help offset immediate cost pressures.

The maximum lump sum is $50,000 for business with more than 20 full time equivalent employees.

The Australian Taxation Office (ATO) offers a scheme for domestic importers whereby instead of paying GST on taxable imports upfront, you can defer payment until the first activity statement is lodged after the goods are imported.

The current ASTT Council structure comprises Trevor Gosatti, Western Australia; Chris Frangos, Victoria; Adam Russo, South Australia; Sudipta Basu, New South Wales; Ben Crosby, Queensland; Blair Telfer, New Zealand and two vacancies for Tasmania and the Northern Territory.

The election to the council will occur in accordance with item 7c of the Constitution, where financial members in each state or country will forward the name of the person they wish to nominate as Councillor for the forthcoming year to the Federal Secretary.

This nomination must additionally be seconded by another financial member from the same state or country and agreed to by the nominee.

If more than one nomination is received for any state or country, the Federal Secretary will arrange postal elections for that location.

To nominate, any financial member must submit the name of the nominee and the seconder in writing to the Federal Secretary no later than 5pm on 14 February 2020.

If no nominations are received, the current Councillor shall retain the position of State Representative for 2020­­­–21.

ELB will now supply Ring-O-Matic high capacity vacuum excavator units with various horsepower and blower options to the domestic market.

The agreement will also allow existing owners of Ring-O-Matic products to contact ELB’s aftersales support teams for parts, service and warranty support at any of its eight locations across Australia and New Zealand.

ELB Managing Director Christopher Malan said the hydro-vac was now the accepted method for non-disruptive digging in Australia and New Zealand.

“Vacs are now operating on virtually every construction site,” he said.

“At the same time waste disposal sites that will take liquid waste are few and far between.

“To maximise work time and minimise drive time, ever larger capacity vacuum tanks are required.”
